Athens - A United Nations committee in Athens said Greece has failed to demonstrate its ability to adequately measure carbon dioxide (CO2) emissions, endangering its chances of participating in Kyoto Protocol emissions trading programs, reports said Friday. The ruling comes after the committee in April gave Greece three months to revise its pollution measurement plan, after finding its last plan "inadequate," according to a report in the Greek daily Kathimerini newspaper

Environmental groups in Athens expressed outrage, saying Greece is the only party to the Kyoto Protocol to have faced such a sanction."The continued exclusion of our country indicates that we are not even in a position to fulfill our basic environmental obligations," WWF Hellas President Dimitris Karavellas was quoted by Kathimerini as saying.Environmentalists said Greece's suspension from the emission trading programme would create serious problems, as a trial programme is currently under way to allow businesses in Europe with emissions trading rights to exchange them with those in other parts of the world.
The UN commission could take further legal steps against Greece if the situation is not addressed.

In March, Greek Prime Minister Kostas Karamanlis said Greece was on track to meet its Kyoto target of reducing its greenhouse gas emissions 8 per cent by 2012, compared with 1990 levels.Karamanlis also said the government has set ambitious goals for extending the use of renewable energy sources and for reducing carbon dioxide emissions. He emphasized the importance of Greece's 2007-2009 energy action plan, which requires the 150 Greek industries that pollute the most to reduce their greenhouse gas emissions by 8.9 percent.

Below 5, you have 119 countries out of 163, including such nations as Italy, Greece, South Africa, Brazil and China. Below 3 on the TI scale, some 47 nations drop off, though many are very close to the line.

Συμφωνα με αλλο αρθρο
an interesting country that didn't make the list, but got an honorable mention, was Greece. Personally, I wasn't aware that the core European countries were overly corrupt. India, Mexico, Brazil, Russia and several others also got honorable mentions
